Campus Master Plan

OVERVIEW OF RECOMMENDATIONS

The following information and drawings reflect the conclusions reached through the planning process. The following recommendations outlined below respond to the academic, non-academic, and student services issues of the Long Range Planning Committee.

BULDING USE REALIGNMENT

Academic Recommendations
  • Graduate Studies: Move from Wimberly (219,118) to Maes (see below)
  • Honors Program: Move from ROTC 02,103,104,106,106A) to McFaddin Ward
  • Maes Building: Language Lab moves from Education (201,201A) to Maes (either renovated space 202W or 113W. If 202 is selected, lobby spaces on second floor W should be remodeled for student gatherings). International Programs moves out (104-107E). Big Thicket moves from JGC (105) to Maes (82). Graduate Studies moves from Wimberly (219) to Maes (56,57,57A,89,91,91,92,93,94,9,96,97,98). Unassigned for future offices (81,83,85,88,99,100,101,103,104,105,106,107).
  • Gulf Coast Research Center: Moves from Chemistry II (122) to University Advancement
  • Distance Learning Facility: Moves from variety of locations to JGC-B
  • McFaddin Ward Health Sciences: Communication gets 3 unassigned offices
  • Honors Program: moves in (201,203,205,207,254,254A). Nursing retains space on first floor vacated by LIT. Rooms 240 and 245 to be used as general-purpose classrooms; latter divided into two small classrooms.
  • General Studies Center: Purchase and renovate building or move to Parker Hall (User Services, Data, Voice, Video space)
  • Superintendents Academy: Moves from JGC B to JGC A. Must share space with Distance Learning
  • Communications: Receives primary scheduling for two of new classrooms in Geology Building and KVLU space if they move.
  • Mathematics: Retains 208 and “ante room” in Lucas vacated by Developmental Studies.
  • LLI, Study Abroad: Phase I - move from Maes (104-Foundations of Excellence 107 E) and Setzer Center to Episcopal or Methodist Center.
  • Lucas: Rooms vacated by Developmental Studies (209A,211A,213,215) to become general-purpose classrooms.
  • Galloway: Career Center expands into suite 106.
  • Career Testing Area: Moves into Galloway (suite 106).
Non-Academic Recommendations
  • University Advancement: Move to John Gray Center
  • Foundation: Move to John Gray Center
  • Alumni: Move to John Gray Guest House. When complete move into new Visitors Center
  • International Admissions & Studies: Moves from Wimberly to Maes
  • Parking Office: Moves into Wimberley
  • Disability Studies/Veterans Affairs: Move from Wimberly (101) to Parker Hall (parking office)
  • Police / PO Building: Moves to renovated Main Dining Hall Building
  • General Purpose Academic/Office: Phase I – Dining Hall Building renovated to classrooms and offices (see attached). Phase II – New Academic Building
  • Physical Plant: Relocate to new facility, in area of IH69 service road and MLK Highway.
  • Custodian Building: Moves to new Physical Plant Building
  • Plummer Administration: Primary administrative office remain, others move to new Administrative Building
Student Services Recommendations
  • Seltzer Student Center: Phase I - Bookstore stays. Phase I - Commuter lounge created (2nd floor 218, old table tennis area, TV room). Phase II – Bookstore size is reduced with off campus bookstore. Student Affairs might move in leaving space in Wimberly for Financial Aid on first floor. Post Office and/or KVLU might move in.
  • Dining Hall/Fitness Center: Relocates to new Cafeteria and Student Center. Police and Post Office move here after renovation. Remainder is general-purpose classrooms and faculty offices.
  • Wimberly: Disability Service and Veteran’s Affairs (101) and International Admissions (118) move out and Finance and Operations uses them. Admissions moves in Suite 219. Parking moves into First Floor. International Student Services moves to second floor Financial Aid space. Cashiering expands into Financial Aid old space.
  • McDonald Gym: Renovated and expanded for new Student Recreation Center
Miscellaneous Recommendations
  • Police Academy: Moves from John Gray Center to Gentry Hall

CAMPUS ISSUES RECOMMENDATIONS

Campus Vehicular and Parking Recommendations
  • Provide additional parking by obtaining property on west side of University Drive. Provide landscaped buffer from neighborhood and iron fencing.
  • Remove Physical Plant facilities and provide additional parking at existing Physical Plant Site.
  • Create new formal entry into campus at intersection of Rolf Christopher Drive and East Virginia including visitors kiosk. Relocate visitors parking from
Wimberly Building to southside of Plummer Hall per drawing D-8B.
  • Close existing campus streets including 2 blocks of Iowa, one block of Georgia, one block of Cheek St.
  • Improve design and straighten southern end of Cunningham.
  • Revise parking at Wimberly Hall to faculty parking with one row of short term visitor parking.
  • Add faculty parking at west side of Setzer Center per drawing.
  • Add faculty parking east of Health Center per drawing.
Campus Expansion and Growth Recommendations
  • Reserve sites on campus and building expansions for future academic buildings per drawing D-4.
  • Create visitors center in location indicated on drawing D-8 for student information, tickets to events, tours, conference and presentation space.
  • Build new administrative building per drawing D-5 to house non-academic administrative functions that need easy off-campus access for departments such as Payroll and Human Resources.
  • Construct new Physical Plant facility in location to be determined.
  • Future dormitories, if required, to be located per drawing D-6.
  • Campus land expansion to occur as shown on drawing D-10.
Open Space and Pedestrian Circulation
  • Upgrade quality of open space and pedestrian pathways indicated on drawing with benches, improved hardscape, and landscaping.
  • With the completion of the new Student Recreation Center, the new dormitory and cafeteria, the center of the campus will become focused on student life and activities. The demolition of the Police/PO Building allows for the creation of a new major green space or mall. The new mall will balance the academic Quadrangle in the circulation of the students. The Mall also provides a needed expanse of open space and welcomed green landscaping. Refer drawing D-
  • Institute tree planting campaign focused on specific problem areas and pedestrian walkways. Suggestions for specific areas to be planted are indicated on drawing D-9. Specific tree recommendations include:
  • Problem areas to be screened (east property line near Montagne Center and power plant near Highway 69) should be planted with a large evergreen pine trees.
  • The new student life Mall should be planted with an upright variety of Live Oak, such as the new Highrise species.
  • Along roadways, Highrise Live Oaks would also be appropriate.
  • In boulevard medians, such as the new Rolfe Christopher design, a smalle scale tree, such as Crepe Myrtle, would be appropriate.

  • John Gray Center to house various academic groups.
  • Episcopal Center to house International Language Institute
