PARKING ADVISORY COMMITTEE MEETING

December 13, 2018

The Parking Advisory Committee will be the eyes and ears for all things regarding parking lots and parking on campus.  Committee will be providing recommendations for improvement of parking on campus. Committee will be making decisions on parking violations and policy.

OLD BUSINESS:

 

  • Govin Kaggal and Madison Morino would like to discuss student concerns regarding Senior Parking and underutilized reserved spots in the Monroe/Campbell parking lot. Govin and Madison asked for discussion on the G2 lot reserved spaces. They asked if possible for the RESERVED spaces to reallocate to ½ Reserved fvkmo and ½ for students.  Discussion centered on the alternate lots that are available for students.  Also Govin and Morino asked for discussion regarding the 105 hours required for Senior Parking Permits.  They suggested 90 hours be the required amount of hours to qualify for Senior Status.

 

UPDATE:

According to Lamar Universities General Academic Policies and Procedures https://www.lamar.edu/catalog/general-academic-policies/index.html item 20 “Classification of Students” states in part…Senior: has earned a minimum of 90 Semester hours.

             

It is the decision of the University Parking Office that although a student with 90 semester hours is classified as a senior academically the ability to receive a Senior Parking Permit still requires a senior to have acquired 105 hours based on the following reasons:

 

Lot C-1 (Senior Lot) has a total of 453 spaces.  Minus 19 spaces for accessible parking and minus 73 faculty/staff parking spaces leaves a balance of 361 spaces to be allocated to seniors between 7:00 AM and 12:00 PM. 

 

According to the Registrars email (attached) there are 928 seniors registered this semester with 90-104 hours.  Additionally, we have 1952 seniors with a minimum of 105 hours.  However, not all of those seniors are full time.  Therefore we have a combined 1867 full-time seniors registered this semester. 

 

So far this semester the Parking Office has issued 992 Senior Permits.  More are expected to be added for the spring semester.

 

The Parking Office believes that the amount of spaces should be allocated to seniors who have achieved 105 hours and that is the amount of hours that makes them eligible for the spaces in lot C-1. 

 

 

  • Report on the FORGIVENESS PROGRAM: November 27-28-29-30 –Provide Stats at the next meeting

 

  • Parking violation appeals process.

Committee to turn in NOVEMBER APPEALS that were distributed prior to today’s meeting.

 

Discuss future committee process for reviewing the appeals.  Dividing process among committee membersAfter discussion it was decided that each member of the committee would continue to evaluate the monthly appeals.

 

  • Signage:

 

  • At the November 8th meeting the committee was asked to assist in prioritizing parking lots that need the most attention for repair and replacement.

Some suggestions were E-5 Library restriping, Pave one or more of the T-Lots, G-2 lot needs pot hole repair and directional arrows

NEW BUSINESS:

 

  • Lot F-6 suffered a cave in caused by a Fire Truck. Construction and concrete work is to begin soon.

Planning and Construction will provide repaving and striping as part of the STEM bldg. project.

Note:  Clinic does not start until February.  Also there are plans for accessibility to Rolph Christopher.

 

 

  • Open comments from the committee members.

   More communication across campus regarding were to park and ride safe.

  LUPD is requesting reserved spaces for police personnel in Lot D-8.  This has been referred to the

                      Executive level for review.  Currently only the President has a reserved parking space on campus.

 The Parking Advisory Committee will communicate with Planning & Construction regarding the need

     For canopy’s in pick up and drop off areas to allow for inclement weather protection.  

 Discussion from the committee regarding additional sidewalks and jogging/walking pathways.  This

   Need to be communicated to the Planning and Construction department.  This would require working

  With TXDOT and City of Beaumont for some right of way and easement access.

 

  • Next meeting will be January 10, 2019 at 1:30 PM in the Plummer Conference Room 102

To answer your question, we currently have 928 Seniors registered this semester with 90-104 hours. Additionally, we have 1952 seniors with a minimum of 105 hours.

 

However, not all of those seniors are full time. You only have a combined 1867 full-time seniors registered this semester.
