I. Call to Order: Dr. Jerry Lin at 12:33 pm

II. Approval of September 2023 Minutes

a. Motion to approve by Dr. Alan Moore at 12:35 pm

b. Seconded by Dr. Clayton Jeffryes at 12:36 pm

c. Motion succeeds

III. Updates from the Office of Research and Sponsored Programs Administration (ORSPA):

a. Dr. Jerry Lin - Associate Provost for Research

b. Ryan Lee – Research Compliance Specialist

i. Revisions of existing policies ongoing

ii. Reminder of Export Control training

1. All investigators involved in funded studies over the last 3 years were contacted and asked to complete Export Control training for compliance reasons.

IV. Full Board Review of IRB Application:

a. IRB-FY24-5: A Qualitative Examination of Sex Offenders and the Registry in Texas by Vidisha Worley

i. Motion to table this item by Dr. Alan Moore at 1:00 pm

ii. Seconded by Dr. Shannon Jordan at 1:00 pm

iii. Motion is tabled pending response from the investigators on the following issues:

1. Recommendation: Venue change from subjects’ homes or public coffee shops to be conducted over phone for privacy reasons.

2. Clarification: Whether interviews will be recorded through audio or video and, if so, the Informed Consent should be modified to reflect this.

3. Request: Investigators must justify each question of the survey being utilized as to how it answers the research question of the study.

4. Clarification: Study is described as qualitative, but explanation of analysis was found to be lacking. Board requests more details on the analysis portion of the study.

iv. Study was returned to investigators for correction; Ryan Lee will update the Board when the investigators respond.

V. Updates from the Chair

VI. Other Business Items

a. Dr. Lilian Felipe’s term on the membership table corrected to end in Summer 2025
