The Graduate Council of Lamar University met in Room 219, Wimberly Bldg., at 1:30 p.m.
Dr. William Harn, Dean of Graduate Studies, presided. Dr. Dorothy Sisk, Dr. Jimmy Moss, and Dr. Max Loges attended. Also present was Carmen Breaux, Coordinator of Graduate Studies.
MINUTES:
Minutes of the January 20, 2016 (#421) meeting were reviewed by the Graduate Council. Dr. Moss motioned to approve the document, Dr. Sisk seconded the motion, and the Council unanimously approved.
NEW BUSINESS:
Proposals College of Business –Construction Management
The proposal for the new Concentration Standards for M.B.A. and the Certificate in Construction Project Management were submitted by the College of Business to the Graduate Council. The concentration standards will include the following course additions are CMGT 5310 (Construction Planning and Scheduling), CMGT 5325 (Construction Project Management), CMGT 5350 (Legal Practices in Construction), CMGT 5370 (Construction Safety Management), and one of either CMGT 5320 (Construction Cost Estimating and Analysis) or CMGT 5380 (Sustainable Built Environment and Society) to complete 15 hours of course work for a certification in the Construction Project Management field. The Graduate Council reviewed the proposal for the new concentration and certification course additions; Dr. Sisk motioned to approve, Dr. Loges seconded the motion, and the Council unanimously approved.
The M.B.A. concentration will include the following four courses, for a total of 12 hours:
CMGT 5310 Construction Planning and Scheduling
CMGT 5325 Construction Project Management
CMGT 5350 Legal Practices in Construction
CMGT 5370 Construction Safety Management
The certificate will included the above four courses, plus one of the following two courses for a total of 15 hours:

College of Education and Human Development-Counseling and Special Populations-Redesign of SPED Master’s Degree
The redesign of the SPED Master’s Degree Plan was proposed by the College of Education and Human Development to the Graduate Council. The degree plan will include the following course additions: SPED 5301 (Survey of Exceptional Learners), formerly SPED 5361 (Survey of Exceptional Learners), SPED 5302 (Measurement and Evaluation) formerly SPED 5334 (Tests, Measurement and Evaluation), SPED 5303 (Educational Psychology), SPED 5304 (Special Education Law), SPED 5305 (Research in Special Education), SPED 5311 (Instructional Strategies for High Incidence Disabilities), formerly SPED 5365 (Instructional Processes/Exceptional Children), SPED 5312 (Functional Behavior Assessment), formerly SPED 5364 (Behavior Modification and Contingency Management of Disabled Learners), SPED 5313 (Instructional Strategies for Low Incidence Disabilities), SPED 5314 (Reading and Language Arts for Diverse Learners) formerly SPED 5388 (Reading & Lang Arts Exceptional Learner), SPED 5315 (Transition for Students with Exceptionalities), SPED 5316 (Models for Change through Collaboration), SPED 5317 (Practicum for Generic Special Education), SPED 5320 (Psychoeducational Evaluation of Exceptional Children) formerly SPED 5362 (Psycho-educational Evaluation of Exceptional Children), SPED 5322 (Practicum for Educational Diagnostician), formerly SPED 5363 (Practice in Psychoeducational Procedures), SPED 5375 (Ethics and Applied Behavior Analysis), and SPED 5376 (Practicum for Autism Spectrum Disorders). The new SPED Certificate Proposal in Educational Diagnostician was proposed by the College of Education and Human Development to the Graduate Council. The certificate will include the following course additions: SPED 5301 (Survey of Exceptional Learners), formerly SPED 5361, SPED 5320 (Psychoeducational Evaluation of Exceptional Children), SPED 5322 (Practicum for Educational Diagnostician), SPED 5102 (Seminar-Educational Diagnostician Credentialing); one hour. The degree plan will also include the existing courses SPED 5315 (Transition for Students with Exceptionalities and SPED 5321 (Test Administration and Interpretation) which make a total of sixteen credit hours. The hours may be used towards a Master’s degree in Special Education as a concentration. Graduate Council reviewed the proposal and course additions; Dr. Sisk motioned to approve, Dr. Moss seconded the motion, and the Council unanimously approved.

Discussion- Clarification of transferable hours from one Master’s degree to another was tabled for further discussion at the next Graduate Council meeting.
